What Is the Planning and Resource Committee?

The Planning and Resource Committee (PRC) is where all the ideas and requests from the all the working committees gets distilled into the operating plans for the organization. Consisting of 7-15 members appointed by the President, including at least one representative from each region, the committee is headed by the President-elect.
The PRC is charged with evaluating all AFE programs and for developing recommendations for changing and/or establishing new directions to meet the needs of AFE. The PRC is normally a review Committee reporting back to the Board. However, from time to time, the President may assign specific tasks to the PRC for later submittal to the Board.
During the meetings, the PRC evaluates the plans and requests from the other committees. It also deals with issues from the Executive Board and the Board of Directors. The PRC will determine what programs or actions will be recommended to the Board of Directors at their meeting. For example, membership campaigns and the amount and type of prizes are reviewed. Or, the changes needed in the Web site or offerings needed on the site.
The PRC also reviews the financial issues involved in accomplishing the new programs, and reviews the staff levels at headquarters to determine if there are resources available to accomplish the objectives in the programs and in the operating plan. The committee also reviews ongoing operations to make sure that existing programs are not shortchanged.
Although the meeting is open to anyone to attend, discussion is limited to issues directly related to the proposals. In addition, decisions are voted on by the committee members, with those not accepted being referred back to committee or tabled until future meetings. This committee is probably one of the key decision-making committees in the organization.
